I have been a Governor with Exwick Heights Primary School for 5 years and Chair of the board for the last two years. I was the Chief Executive of Devon and Cornwall Police Authority for 15 years, responsible for budget setting and the appointment of the senior police officers.

Kelly Scrivener

Co-opted Governor

Kelly Scrivener is a barrister, practising at Walnut House Chambers, Exeter who has specialised in criminal law since 2001.

Kelly joined the governing board at Exwick Heights in October 2024 after serving as a governor at a large local authority primary school from 2018 to 2024. At her previous school Kelly held the role of Pupil Premium lead, Safeguarding lead and between 2021 and 2024 the role of Chair of the governing board, in a successful co-chairing partnership.


Prior to 2018, Kelly held the post of trustee on the board of an Exeter, East and Mid Devon-based children’s bereavement charity.

Rebecca Haswell

Staff Governor

I have been teaching for nearly 30 years and have taught in London, Egypt, Spain and Devon. I am about to go into my 10th year at Exwick Heights and cannot believe how time the time has flown by! I am proud to work at this amazing school as the staff, parents and children are amazing. It has been wonderful to see the school grow and develop and to witness our children really thrive. I feel we provide a broad and balanced curriculum for our pupils and prepare them well for the future. I have been a team leader across the school and enjoy making positive changes as part of the SLT. Art is a passion of mine and I have loved leading this subject and running art club. My role as School Council link teacher has meant I have been able to work with the children to gather their thoughts about how we can make our school even better. Reading for pleasure is a real strength and Exwick and I also lead the Read to Succeed initiative, where children earn tickets and win a book. Next year, I will be taking on the role of Teacher Governor and am looking forward to working with colleagues from the wider community and The Ted Wragg Trust to help our wonderful school continue to improve.
